Policy Reviews - Estate Management and Anti-Social Behaviour Policies

The Association is in the process of reviewing its Estate Management and Anti-Social Behaviour Policies, as part of that review, we are taking the opportunity to consult with our tenants and residents about changes we propose to make and also seek any other areas where tenants would like us to change these policies.

As part of the review of both policies, we want to find out whether or not tenants are happy with the new proposed timescales for completion of estate management and anti-social behaviour complaints and to see if any changes were needed as a result. 

We are proposing that complaints received on or after 1 April 2021 will have the following timescales applied:

A – Serious ASB – (Complaints classified under this category will include: drug dealing, assault, sex offences, harassment and violence towards neighbours or association staff.) 1 working day

B – ASB (Complaints classified under this category will include: frequent disturbances, damage to property, threatening and abusive behaviour.) 1 working day

C – Nuisance Cases (Complaints classified under this category will include: complaints re children, infrequent disturbances, vandalism, lifestyle clashes.) 3 working days

D – Estate Management and Other Breaches of Tenancy Conditions – (complaints classified under this category will include: abandoned cars, pet nuisance and refuse issues.) 5 working days

The Estate Management Policy refers to the physical upkeep and use of the common parts of each close, development or estate and is linked to individuals Tenancy Agreements of Deeds of Conditions.  During this review, we have updated:

  • The Legal background to the policy
  • References to General Data Protection Regulation (GDPR)
  • Other typographical changes.

We are interested in what you think about the revised policy.  If you would like a copy of the draft policy, please contact our office and we can arrange for a copy to be sent to you.  Additionally, if you would like to make suggestions for inclusion in the policy please send them to us by emailing office@clochhousing.org.uk

Our Anti-Social Behaviour Policy outlines how Cloch will respond to incidents of anti-social behaviour within our stock and details what powers the Association has to deal with these issues.  During this review, the following areas have been considered:

  • We have updated the Legal context to the policy
  • We have included a new section on converting as Scottish Secure Tenancy to a Short Scottish Secure Tenancy due to criminality or serious anti-social behaviour
  • A new section has been added regarding anti-social behaviour in leased properties
  • References to General Data Protection Regulation (GDPR)
  • Other typographical changes.

Our customer's opinions are key to us making sure that we are providing not only good services but the right service and we try to take all comments into account when shaping our future service.  The closing date for the consultation period on both policies is 12 Noon on Friday, 23rd October 2020.
